Default oiler cooler in interga grs?

i've notice a loop of metal piping reaching into the airstream in front of the ac condensor on the driver side of my gsr. could it possibly be an oil cooler? i can't think of any other reasons for it. i know some autos on certain cars have this as their transimission cooler but mine is manual. any suggestion?

power steering fluid cooler. 94-95 (IIRC) gsr's had oil coolers, but it's plumbed directly into the radiator fluid lines in the back of the block.
