Check, to see if the air temperature sensor is plugged in. I've seen this problem before were the vtec will work if it is jumpered but won't kick in on it's own.

Vtec requires several things to work: speed sensor, oil pressure, air temperature, and one other thing I can remember.

water temp, not air temp

vtec needs Water Temp (coolant), Vehicle speed, Oil Psi, and RPM.

Check the screen in the VTEC solenoid. The screen could be clogged with grime and not allowing enough oil pressure into the head. This is just something that I've seen many times before when there is no VTEC activation, but no codes are thrown either.

Make sure the speed pulser in the instrument cluster is wired into the harness you're using for OBD0 to OBD1.

Thanks for reminding me water temp is correct but you also have to have the air temp sensor operating.
