Default Oil ring filing

The spec sheet I recieved from JE pistons says that the oil ring should be gapped to no more less than .0015 inches. I installed the top and bottom oil rings into the cylinder, and found them to already be wider than this tolerance, yet when I install the rings onto the piston the corregated center spacer prevents the assembly from compressing onto the piston. Is this spacer ring meant to be filed as well, or is it meant to be compressed as a spring?

If it's a turbo motor you probably want to run bigger than .0015 on the compression rings anyways. Depends what type of setup you are doing. The oil ring also uses 2 rings to compress it and hold it in place.
