Fan doesn't turn on when coolant temp gets high? Hardwire your fans to a switched ignition power source, or to the battery w/ a switch for now, and replace your coolant temp sensor switch located in the thermostat housing.... I guess you should check to see if it's plugged in first lol

You may need to bleed the cooling system. Check your manual for instructions.

Yes try and bleed the system first. The bleeder is a 12mm fitting at the upper hose connection. Do not hardwire anything!! Find the source of the problem....

Maybe, but if the fans aren't coming in, then he needs a new coolant temp sensor switch.

Unplug the fan switch (in the T-stat housing) & jumper it's wires with a paper clip. Key on, that SHOULD make the fans run. If so, the relays, fuses, wiring, & motors are all good. That leaves the switch being bad. If not, post back about checking the rest of that circuit.

well yeah, but I think it's usually the switch that goes bad. My friend had to replace the one that came w/ his 99 JDM B18C-R swap, replaced it w/ a M00gen fan switch.

Yes....it's a 12 MM fitting, shaped like a bolt, with a nipple that extends out from it.
