there were laws set in the car world (by various governments) that stated in 1992 all cars manufactured and sold must come with an on board diagnostics computer system. this was OBD1. before that was pre-obd, in honda world we know it as OBD0.

In 1996 a new law passed for OBD2 setting standards that stated the on board diagnostics had to have certain perameters that any scan tool can read and other such similarities so any mechanic could work on the car, not just the manufacturers mechanics. then another law passed in 1999 setting the standards for obd2ver2

so the years are for every car made (by law) pre-92=obd0, 92-95=obd1, 96-98=obd2, 99-present=obd2ver2.

this doesn't mean that cars in 1991 weren't obd1 and cars in 1994 weren't obd2... this all means that they HAD to be these systems by their time. theres plenty of fords and chevy's made in 1994 and 1995 that were obd2, and they also had cars in the same years that were obd1. honda followed the laws and produced their computer systems by the year mandates.
