All of them will. It just depends on the condition of the motor, what kind of setup you have (fuel, engine management, etc.). and how you take care of it. Boosting 20psi on a STOCK motor w/ no engine management will shorten the life of the motor quick!!!

Might catch some **** here, but Ill bite.
ASSuming all engines are of equal quality, and tuned appropriately, it would go b16, b18c, LS. (Best to worse)
This, of course, is just my opinion based largely on stock rod size and stroke.
The GSR/LS is almost a toss up. GSR rods are bigger, but LS has lower compression....
Maybe you should ask: "How much whp can I expect to reliably get out of a b16, GSR and an LS w/ spot on A/F and conservative timing?"
Without giving #'s Id say GSR, B16, LS.

He didn't say it's the best one to boost, just the one to "hold the boost the best!!!" Whatever that means.... I guess he assumed most PSI. That's what I would have guessed too.
He also said the b18c will make more power.

I heard LS holds boost wonderfly, thus the ls/VTEC. b18b block, and a b16a head, they say is GREAY for boosting for the low compression, but has half the life of a normal B engine.

I don't know, some people say it has to do with the added stress from the agressive b16a head on the low compression, some say its the fact that they don't bolt on perfect. This is what I've heard from a lot of different people, some say with experience, although I do not know if this is confirmed fact, so I'm not telling anyone to take my word on this.
