doing a swap, ned to know what's legal? please help!

i got 88 crx si, i want to put the b16a from japan. i talked to one smog ref, he said that even if it passes smog and it has all stock emissions i still can't put the motor in because the U.S doesn't have a b16 that year... the earliest year is 93 b16a3 dohc from a del sol and that i have to put a U.S motor in. He said that's the only way to get the(legal certificate badge) that states that i can legally have that motor in my car if CHP pulls me over!!..... is this true????????????

Ok my knowledge is limited, but Ill try to help:
You can swap any honda car engine into any honda chasis, so long as the engine is the same year or newer than the chasis. You cant swap a small truck/suv (b20) into a car, its simply not legal.
So basically, the US spec B16 would be super easy to do, simply bolt in and done.
To make a JDM engine legal, you have to use all the emmissions/extra US sensors from a USDM engine on your JDM engine. There a few things that you'll need to source and find.
