Whats the law with swapping in CA nowadays?

My friend got a 90 crx si and was wondering if he can swap a gsr motor in it or a b16? He haved called the state ref many times and they give him many answers. Some say yeah you can swap it and still be smog legal and street legal and some of them say no it has to be another si engine can't be a different type. Wtf?? Is this true now about CA laws? That your not allowed to swap in any other different motors beside the one you currently got? Thanks for the help.
Here is the truth about swaps and laws in CA, and soon other states which also use the IM240 smog test.(az,nv and others, your time is near)
The engine must be of the same year or newer than that of the car.
It must be a US engine, no jdm swaps, they're easy to spot becasue they dont use the last number on the engine code.
It must have all the smog equipment from the donating car. They will check to see if even the charcol canister is stock or from the donating car so make sure you get everything, sensors on the gas tank and all.
When you think everything is complete, go to a CARB referee and have them inspect your car, these guys are **** so make sure its right or it wont fly. When they're finally done they'll smog it. It must pass the smog of the donating vehicle, when if does that, you get a stamp on your firewall and inner door sill saying **** the po-lice.
If you want to, after that would be the time to start adding bolt'ons. whether leagal or not I'd just leave them off for the CARB guys.

Damn know what the state ref told my friend that he can only swap out a identical motor for his 90 crx si. So they say he can only swap out the same sii motor. They say that if he swap in a 94+ gsr motor or b16 that he won't pass the smog and stuff. Wtf is the state ref fukin with him? Thanks for your help kinesistech it really help a lot. I knew that you can swap in any motor as long as its same or newer year for the car but my friend argue with me and say that the new rule is only swap is identical motor can't even swap for a newer motor or different. You can swap JDM engines just make sure that all the smog equipment of its USDM counter part is installed.
You must also bring with you proof that the ECU you are using is the ECU for that particular engine.
I agree with Spade all you have to do is swap in a motor newer than the car and put in all the stock smog related stuff in the motor. Also make sure all the wiring looks good coz referee will flunk it in a heartbeat

i live in southern cali, and i have a B18a in my REX.... DONT DO THE SWAP UNLESS YOU CAN GET IT DONE ILLEGALLY.... i swear i have spent over $1500 trying to pass smog now with all these nic nacks... its not worth it.. california is ghey
