Default Getting a 1992 EX sedan, but V-tec isnt as strong as it should be????

This car has been very very well maitained since these people bought it off the showroom floor back in January of 1992. Ive known these people for abotu 5 years they have all original purchase documents and every maitenence item since they bought it. Its in near perfect condition inside and out and it is completely stock. Does not burn oil or anything. It has 193,000 miles on it from highway driving abotu 60 miles a day. Been driven by a 35 yr old nurse, so no hard driving. But i have driven many vtec civics with the stock D16z6 and the vtec doesnt seem to be as strong as the other civics i have driven. Is the the Vtec solenoid going bad? Is the oil screen clogged or dirty? Or is the camshaft worn?

i do have a short ram intake that i plan on putting in and a 2.25" exhaust. Maybe that will help. Can someone recommend a camshaft that i can still use my stock valve springs safely?

I've been eye-ballin the Exospeed cam, cheap...but a regrind. I've been trying to get my hands on a Zex 59300, good to 7800 on stock valve train, but I would get the springs/retainers just to be safe .
