bad oil pump? vtec not working. please help

bad oil pump? vtec not working. please help

my vtec doesnt work. oil pressure guage doesnt go past 25 no matter what rpm. is that why my vtec doesnt work? also the vacuum diaphram is broke. so it doesnt turn. does that regulate vtec at all?

temp and oil level both normal. also reminder. i have a h22a in a 94 integra
