Well if you have the cash, B18a swap (which will be around 2500), build it for turbo (another 1500 or so, maybe more) And a Rev-Hard turbo kit (3500 intercooled) and you can run between 13-18lbs of boost and run 11s on slicks 
then AGain thats 7500 bones, which is alot.......
If ya wanna start off small, get a new suspenion. Eibach, Tokico, Neuspeed, Koni.... they all make good ****.
For like a 2" Drop get some tokico shocks and nuespeed or eibach springs....The car will ride like it's on rails and look better
Plus, that setup isnt expensive as the others...
Then I'd buy an exhaust........ but hold off on the intake and exhaust if you plan on going turbo soon.......
Nice wheels and some good sticky tires a definitely a plus as well.....

Im actually doing a b18a turbo right now, ive found that this setup to be one of hte cheapest ways to go fast. As far as pricing you can get a b16a swap for about 1100 on average you can get one from http://www.jspecjdm.net</a> then all you will need is the axles, shift linkage and mounts. Now for a b18a you can find one pretty cheap, im getting mines for 350 for a longblock, a friend of mine and i sell the motors that come into his salvage yard, we got 2 b18b motors and the most expensive one is a 96 b18b longblock for 700 bucks, so it can even be cheaper than a b16a, in my case that is. Ive found prices for b16a's and LS motors depend on where you live. So just look around in the salvage yards or even police auctions, get yourself a used ls for like 500 bucks and pluck the motor and your set. Most expensive parts will always be the mounts and shift linkage. As far as the turbo, i would do lots of research and just piece it together go to http://www.thepartstrader.com and <A HREF="http://www.ebaymotors.com" TARGET="_blank">http://www.ebaymotors.com and just search for parts, the most expensive parts youll have to buy are the manifold and turbo, you can get a starion intercooler for like 100 bucks and then just get everything else used, it all depends on how great a deals you can get and how resourceful you are.

Spend a few bucks and buy an intake, even if it's just a filter on a stick, it'll help out for now and even if you do get a turbo or a different engine you should be able to cut down the intake piping or at least reuse the filter.
Um....this is funny...Turbo and swap or racing pedals and short throw or springs.....I would just cut the springs and the shifter and .....sorry. Get the turbo and Ls or B16
