if you have an f22, it would be on the back of the intake manifold closest to the passenger side...if you have an h22, it will be on the front of the intake manifold right smack dab in the middle...
i doubt this is the problem, though...
check to make sure that your coolant level is high enough...also, try unplugging your map sensor and see if the surging stops...if not, try unplugging your egr and see if it stops then...if either of these work, there are ways to bypass both...but first, check and see if that works...

do i have 2 take alot of stuff off 2 get 2 it? where is the map sensor and the egr? if that works how do i bypass it? also my fan quit working so im running without a hood 2 help keep it cool
Would it not help if the original poster gave sufficient details such as the year and engine and miles, and a little repair history ??
Our '88 Accord w/carb had a high idle problem which defied any adjustments. Turned out the PCV valve was shot !
Fuel injection is so much neater and easier.

map sensor is a little black box about 1" x 1" or so and has vaccuum lines coming out of it...(or maybe the f22's are different than my h22 setup, can't remember)....the egr is a little cyinder looking thingy on the left side of the intake manifold...
found problem. guy i bought it from plugged a hose thats behind intake manifold. im told that it either goes into the bottom of the manifold or 2 the egr. really dont know what 2 look 4 putting it back on
