Default Oil control jet

What exactly is the purpose of an oil control jet on a non-VTEC engine?

Is it return or supply, etc.?

Acura no longer supplies them for my D16A1.

It reduces the amount of oil going to the head.

I like to look at it as reserving oil pressure. The crank journals need more oil, so when you restrict flow to the head, you're reserving it for the bottom-end.
