Check Engine Light Doesnt Work
After failing an echeck I found out the o2 sensor doesn't work and the check engine light is not working. I replaced the o2 sensor and the bulb in the check engine light with a known working one. I reset the computer by pulling the clock fuse (per chiltons manual) and had the computer checked at AutoZone. No codes showed up, but the check engine light will not come on when the car starts. That was enough to fail echeck again. Shouldn't the light come on for a couple of seconds when the car is started?

yes the light should come on when the car is started ( or turned to ign, when all the other dash lights come on). You need to check the wiring for the light, use your manual. there should be a detailed troubleshooting procedure for it.
