Default LS won't start in 99 SI

I just put a B18b1(99) into my 99 SI and it wont start.
The fuel pump is coming on. The starter is good. The starter, wiring harness, and the engine itself are all grounded.
The starter doesn't even kick over. It acts as if the battery were dead but I had jumper cables from my truck to the battery and it still wouldn't kick the starter.
Any ideas. It maybe something obvious so any reply is better than none. Thanks

Have you tried running a hot wire directly to the starter solenoid? If it still doesn't crank after that it is most likely the starter.

We tried that as well and nothing. The starter is off my b16a2. I worked fine a few weeks ago.

Also when I jump it off my truck the fuel pump turns on, without the key in the ignition. Is this normal?

They crank moves. I put a socket on there and it turned fine. I did that before I put the engine in.

DUH!.. is the single wire hooked up to the start.... The starter signal wire... is it hook up ... .

its black and has a stripe on it.. and has a female connector on the end of it...
