Radiator cooling fan problem Need Help!!!

Default Radiator cooling fan problem Need Help!!!

Last night I was washing down the engine compartment of my 1994 Accord LX. I ran the car for a few minutes after I got through washing the engine. I guess about 15 minutes later the radiator cooling fan comes on. The car is off and the key is out of the ignition. The cars engine is also cool. But with the key in the on position the cooling fan goes off and even after I start it it stays off as well. As soon as I turn it off the cooling fan kicks on. I blew out all the connectors with air and I drove the car for about 45 minutes to try and get everything to dry out. Well it did the same thing after all that. So I started to do a little troubleshooting. I thought the relay might be bad so I swapped it and the problem was still there. I took off the connector that plugs into the thermostat housing I belive that it's called the ect. When I disconnected that it stopped. As soon as I conected it it started back up. That wire connector at the thermostat housing is hot I grounded it out and the fan came back on. I guess after telling you all of that. What could possibly be energizing the radiator cooling fan to come on with the key in the off position? Any help would be appreciated. Thank You

are u SURE the block wasnt hot????.......my fan used to kick in for a few minutes after long drives in the summer when its hot here in MI, but then i cleaned my engine witha degreser and now the block runs cooler and the fun hardly runs w/ the car off now.........but if ur SURE that the block is still hot, it mayb a short in a wire

the fan kicking in is built into the cooling system by honda......its to help cool down the car ASAP (the best time to do this is when the engine isnt running)
