Default Why can't i get my Base Timing to 16 degrees???

I have redone the timing belt twice(checked by other's too) and have had the same results. It is a B18c with a Unorthodox Crank Pulley, Alternator pulley, and PS pulley, ITR cams, Skunk2 Cam Gears set at 0. The furthest i can get it is 11 degrees with the distributor turned all the way advanced. The car runs really strong up until 6k and starts missing. I am getting 5lbs of boost at about 3k with a T3/T04E 60 trim. This seems to spool awfully quick. I am trying to get my AEM and Engine Sync'ed so that I can start tuning it. I have taken the cam gears off and verified that all marks to line up with Stock Cams. Help is appreciated!

Thank You,
Corey

take your distributor apart, look at the contact pins in the dizzy cap and look at the rottor. i had this happen to a friend and the rottor and cap were bad.
