Default JRSC won't boost past 4 psi

I have a JRSC installed in my 2001 Integra LS. I installed a boost gauge recently so that I would be able to keep track of the amount of boost. I noticed that the highest amount of boost I can hit is 4 psi. The max boost is suppose to be 6 psi. I am sure that the boost gauge is installed properly because it works fine. Does anyone know how I could fix this problem?

Check your SC belt might have too much slack and be slipping on pully.

Does it go lower at high RPMs?

First thing I would check is your blower belt.
