Actually there is a way to cheat a little bit. You can run the belts a little loose, and boost around 4- 5 psi....just dont expect the belts to last 30,000 miles. N/A cams also reduce boost on jrsc apps. Remember that when you reduce boost you're still running on the fuel map for the higher boost so it will run rich.

What would happen if you forcibly kept the bypass valve open?

There was an electronic boost controller made for JRSCs that was sold a while back. I don't remember the name of the company but they were highly publicised on ClubSi. It basically used a servo to open the bypass valve to limit boost. I never actually tried it or saw one, but it allegedly worked quite well.
