Hmmm... If you hear it kick in then its kicking in.. Not sure about the power though.. With a B16 you should feel it.. Have you done a leakdown on the motor..

I don't feel crap really, I'm thinking maybe the solenoid or I'm getting bad blow by. I was wondering if anybody else had this problem and maybe know more things that would cause this problem.

Maybe check the filter in the vtec noid.. A leakdown will tell you about the blow-by..

all cylinders are 160 compression, so I'm sure I'm not getting blow-by. It has to be something else....

what RPM is the vtec set to kick at? and does it seem to pull in the higher revs, like 6000-8000? just not rite away. you normally (depending on cams) will only feel it kick in if it is set at higher R's. like 5900-6300. in that zone. i set mine at like 5000 and it was just noise untill like 6000, thats where it starts to pull.

prolly wasnt the type of oil, the oil was just probably low.

they type really has nothing to do with is, but if your oil level is somewhat low, you wont have enough oil pressure for VTEC to kick in, and it will run in safe mode. same goes if the engine is cold, or if your coolant temp sensor is fucked.

What kind of intake system? Exhaust? Just because it's v-tec doesn't mean it's gonna hit like a beast when it kicks in. Generally stock b16 swaps with stock exhaust or intake don't have a really feelable v-tec engagement.

10-40 GTX works fine for me. i dont see synthetic helping at all in the ways of power performance.

well, I have a short ram and exhaust done. checked oil this morning and was fine. I'm going to get a oil pressure meter this week I guess... I'm guessing I need my car dyno'd for tuning instead of guessing whats wrong. As well, yes it does seem to be *just* noise until I hit 6k or higher. vtec makes sound at 5k... that or maybe I'm just expecting more from the car then there being something wrong?

You still need to do a leak down test of the motor. You can have good compression numbers yet still have some sort of loss. If the leak down numbers are good, then you might need to adjust the spark timing.

you probably have an automatic b16, and those compression numbers seem a little low. a healthy b16 should be in the 180+ range, but hey, at least they all tested equal.
