I have a 1990 wagon 2WD. It has no engine mods at all. I have a budget around $1700 to work with. thanks.

You want suggestions but you leave us with no details...vague questions will get you vague answers.
Is it an 88-91 or 84-87
Is it 4wd or 2wd?
What are your goals?
Define cheap.
It would be cheaper/easier to put a B-series swap in an 88-91 2wd then a 84-87 4wd.
