Default Retractable Seat Belt issue

I was replacing my friend's starter in her 91' Honda Civic 1.5L and am now faced with another problem. As it turns out, one of the main battery positive cables had corroded. The car didn't even have power to the lights. Now, the cable and starter are fixed, as everything seems to work well. But, the passive restraint belts won't retract. The warning light flashes on the dash and the alarm chimes, even when driving.

Things I did:

Changed battery
Check all fuses (interior and under hood)
Changed starter
took apart ign switch and examined/put back
Clipped corroded cable, trimmed back and replaced under battery clamp

Is there be a lone, dedicated relay or fuse that might have been taken down in the process? Or, is there a separate controller?

Seat belts are warrantied for life...Call your local dealer.

And don't tell them you were working on it yourself (just in case you fried the module by reversing the battery cables on the battery).

Where would the module be located? I think they MIGHT have reversed the battery terminals when originally installing the battery. Is this something I could pull from another car and easily replace? I would rather avoid the pain of going through the dealer
