Default B16A in a 96 civic?

I have looked at a number of web sites, and mounting bracket co.'s , but I have noticed that not a lot of people are recomending putting a b16a in a 96. Is this just because your not susposed to put an older engine into a newer car for emmisions, or because there is another problem. I was under the impression that the motor will drop right in and bolt up with minimal modification. Anyone accomplished this moter trade? Is the wiring harness a pain in the *** to modify? For a little more than putting new pistons and rods into my d16 to get 15 lbs of boost, I can put in the b16 and I have been told that it can handle 15lbs of boost. Good idea or not. Thanks for your help guys.
