Default car w/ swap idles high

i have a 95 si w/ jdm b16 swap...itr cams, itr ITmanifold, gsr tranny 6 puck....and i'm running a stock p28 ecu...my car idles from 1500 to 2000 rpm...and when the car is at a red light or not going anywhere...the rpm stays either above 1500 or at 2000 rpm. Don't know what the problem is...try moving the distributor forward and backwards...and tried screwing that one screw on the manifold...but it wouldn't work...then i put the jdm p30 ecu in...and it goes from 2000 rpm to 3000 rpm hella fast...plus the knock sensor is not connected and also the o2 sensor....any info would be great.

thats probably your best bet, since you already tried the idle adjust screw

IF you have no CEL then this is you problem:

your throttle cable is stretched...and keeping the throttle body from closing. and thus idling at higher rpms

thanks for the replies...i'll check the vac. lines and the throttle cable. with the jdm p30 ecu...the check light comes on...and with the p28...the check light doesn't come on till later...like when i drive and slow down...or step on the brake after awhile then it comes on...don't know wat the problem is...but will check to see wat codes they are throwing.
