Car is stilll running VERY rich - any new ideas?

So far, I have changed:
-primary and secondary o2
-fuel filter
-air filter
-spark plugs
This is to get my car to run something other than super rich. I failed emissions terribly so I went home and did all this, and its still running just as rich as it was. Car is a 96 civic, 97 b16a2 w/ OBD2 P30 ecu. Any ideas?

Neither. Fuel system is all stock. I just thought of this. I have a cat I know is good, but its an OBD1 with no o2 bung. If I put that one on and disconnected my secondary o2 sensor for the emissions test, will I have any chance of passing? Or will my car run worse without the secondary?

Stock I assume. I havent touched any of that. I am going to buy a fuel pressure gauge tommorrow just to make sure its still within stock specs. If its high, I will have to buy a FPR to lower it a little.

Timing is fine. The distributor works, I know that much, but what do you mean check it?
