Default Car is stilll running VERY rich - any new ideas?

So far, I have changed:
-primary and secondary o2
-fuel filter
-air filter
-spark plugs

This is to get my car to run something other than super rich. I failed emissions terribly so I went home and did all this, and its still running just as rich as it was. Car is a 96 civic, 97 b16a2 w/ OBD2 P30 ecu. Any ideas?

Do you have an aftermarket fuel rail or regulator?

Neither. Fuel system is all stock. I just thought of this. I have a cat I know is good, but its an OBD1 with no o2 bung. If I put that one on and disconnected my secondary o2 sensor for the emissions test, will I have any chance of passing? Or will my car run worse without the secondary?

Check the vacuum line on the fuel pressure regulator.

Drop your idle for the test.
Drive for a long time before the test.
What fuel PSI are you running?

Stock I assume. I havent touched any of that. I am going to buy a fuel pressure gauge tommorrow just to make sure its still within stock specs. If its high, I will have to buy a FPR to lower it a little.

Timing is fine. The distributor works, I know that much, but what do you mean check it?

jump your ecu to see if it is throwing any codes. i think it can have a problem and not signal the check engine light.
