it could be the idle control valve. I had the same problem on my JDM d15b and it was that. it was clogged with some stop leak i put in the radiator because the cootant flows through the idle control valve.

where is the idle control valve located? could it have to do with any thing with my tps?

I'm pretty sure it's the IACV.
Facing ur car from front, it's behind on the right side of the intake manifold.
Try this....
Drive ur car till ur idle starts surging, go stop on the side. Locate ur IACV and under it shoudl be a white colored plug. Disconnect that plug. If ur motor all of a sudden runs smooth then yeah ur IACV needs to be changed.
What u can do is run without it connected. Ur CEL will come on and ur ride be a bit "jumpy" when ur holding steady at certain rpms (ie going up a curb, etc), but it'll be ok. Get a replacement from ur D16A6 motor or ZC. Or do what I did and just get some gasket material and putty and block that entire IACV up and connect it back up. U'll have curb idling meaning ur idle won't be higher then normal when ur engine is cold but at least it solves the problem....
If it still surges then i'm guessing u got a vaccuum leak somewhere. Check to make sure all ur air control parts such as TB, manifold etc are all screwed on tightly.

ok soo its the IACV, i dont' have my motor any more, what iacv would also work for my first gen b16a?

I think mine is messed up also, b/c I did the whole unplug it to adjust the idle and plug it back in, reset ecu and so on...well that did it good for a while, but now it seems to have of brewed back up on this problem. I'll (re-check) my vacum hoses....also.
The connector is on the drivers side one right?

I had the same problem and it was driving me crazy. I replaced IACV wice, fast idle valve, evan the ignitor. Turned out to be the ECU..... crummy i know, but now it idles like a champ!

Hmmm? I think your best bet would be the 94 and up GSR but dont quote me on that do a search and it has been covered since i was asking what other ones I could use on my Z6 and everyone just posted how the A6 and the B16 were the same. You might I say might be able to use the CX one but I doubt the std I think that it is completely different.

Well, I have the same problem. Idle's fine when I start it up, but then it starts jumping when I come to a stoplight...etc. I turned up the idle screw so that at least it's not almost stalling out anymore.

It all goes by voltage I am not sure what the voltage should be set at for the B16 but the voltage changes when you turn the TPS.
