Turn the heater **** all the way to hot & open the drain plug in the back of the engine block, too. Otherwise there's a lot of coolant that doesn't drain.
I like to use distilled water.

You say '98 Accord, but you don't say 4 or 6 cyl... I don't know where the drain is on a V6; if it even has one.
Mine's a 4-cyl, and the plug is on the back of the block, to the left of the oil filter. It's way easier to reach from underneath. With the car up on ramps that makes it drain easier anyway.

There is a radiator drain on the front middle of the radiator as the earlier posted said... facing the rear of the car. The bolt on the block you're reffering to is the block cooling passage drain and its also a good idea to push out via that too as sediments etc tend to collect inside the block.
Honda coolant? I use whatevers on sale bud... so unless its cheap don't bother IMO. After a few hundred thousand miles on my car I don't think its hurt it
