Default D16Z6 Vtec engagement problem

I have a 93 Ex Coupe, with a Apex V-AFC, and for some reason vtec isn't engaging on it. It throws code 21 VTEC solinoid code. I've tried different engagement points, and come up with nothing, I've checked, rechecked and checked my wiring again, and theres no problem with it. Also I checked the solinoid with a multi meter, and its getting the signal to engage all the time, so where do I start to fix this?

How is your oil pressure? Are you sure all the wiring is correct on the V-AFC (was it just installed)?

I have the right oil level, in the engine, and I've had the V-AFC installed since November

yuo need to hook up yoru VSM wire, thats one of the errors the apex forgot to tell you to do..... what you do is go on the apexi website, go to VAFC updates, and dl to yo computer, and hten look up the VSM wire, it is he Vtec Solnoid sensor, you have to cut the wire in half, and hok upiyuo blue wire which is the vsm wire, to the wire on the ecu, an leave the harness side of the wire hanging..
