Clean? Brake cleaner, oven cleaner, engine degreaser... probablys a good idea to do the insides also.
Shiney? polish that sucker. Or if its already polished, restore the shine with some mothers aluminum polish.

so just spray the intercooler all over with engine degreaser and then hose it off?

To clean the outside, any degreaser should work. If all fails, Simple Green works on everything! 
But for the inside, try rinsing it with gasoline. You'll be surprised at how much oil buildup gets in there. Rinse it out thoroughly, drain it, and let it dry overnight.

I would just use oven cleaner just because its cheap and easy to find. Or you could use some of that octane boosting toluene or xylene to clean it. That'd work real well also if you've got a bit extra laying around.

Hmm... I was wondering the same thing. So far, I've been just using really hot water, and a gentle soft brush to brush away the dead bugs.
Seems to be working so far, but I'll try that degreaser stuff too!.

Garden hose on the inside of the engine bay it pushes all the bugs n **** off. Brasso for polishing. Yeah I cleaned the inside with petrol works well.
