Turbo rebuild; who, where and how much?

Turbo rebuild; who, where and how much?
I need to have my turbo rebuilt. And upgraded, I would like ball bearing, and to have the t-25 wheel replaced with a t-28. I heard something about Texas Turbos?? But I can't seem to find anything. And a local quote was for around 500.00 without ball bearing.
