when it's time to upgrade the wastegate?

Is the limit measured by hp, exhaust diameter or boost level? What is the limit of a 35mm wg?
I want to take down my meng manifold for porting out the damn wg flanch there to bring the boost down (cause I get 1 Bar with .045 Bar spring, thats the way to go according to tony1, thanks) and to take down the turbo too for turning it 180 degrees to get the compressor housing from the passenger side to the driver side....need to run the 3inch dp streight from the hot side housing out and down to the exhaust without making stupid turns like on the driver side where the a/c compressor is. Also I want to relocate the air filter to the driver side and mount it about 10inch above the road to suck in more fresh air, will mount some carbon heat shields and water shields of course.
And since I want to do that major work, I think about upgrading my Tial 35mm to a 40mm wg, cause since the manifold is off from the engine I can easy weld the 4bolt flanch (which is needed for the 40mm wg) to the header. Don't need to overbore the 35mm wg flanch then
What would you do?

i sometimes wonder because old porsches used 30 mm's and they were running 14.5 psi of boost.
i think wastegate placement is the big issue
