Default new chip or no

https://honda-tech.com/zerothread?id=444948
I was wondering if getting a GSR chip would be a good thing to do, since I'm not exactly sure if that's it, but it makes a lot of sense that it's the chip that's wrong.
Basically what's wrong is that I have a GSR and the rev limiter is too low and I dont hear vtec engage
Thanks
