Default engine revving by itself

My brother's car, the 94 accord ex in my profile, manual transmission. The question I have is about the engine reving. I couldn't look at it myself, or dont have the knowledge because I am at school and he is home so I just heard this from him and was looking for ideas. He says that when its in neutral, either sometimes at a light or usually when its parked and running the RPM's will go from like 1k to 1.5k or 2k and then back down a few times and then it will stop. He thinks its sparatic with temperature but he isnt sure. Could this be a temperature thing? he is in syracuse NY and its has been snowing for like 40 days straight and been cold. Or any other ideas? TIA!!!

Did you get any error codes from your ECU?
Is the car misfiring, backfiring a lot on compression?
If so, it could be your distributor going bad.

The throttle body cable is probably stuck. Either that, or you guys are recreating the movie Maximum Overdrive. You know, the one with Emilio Estevez, where all of the electrical appliances go wild, and cars, and trucks act on their own.

if the throttle cable was stuck then it would just stay at 2000. not just keep jumping up and down. i am telling you man. its the EGR valve

I have the same problem. Its my IAT sensor. Before you go changing it, check for vacuum leaks.
