how do i get the bolt out from my exhaust housing???

how do i get the bolt out from my exhaust housing???
i got all bolts out but this one and the another one that's stuck like this one. For some reason the housing doesn't rotate! i thought it's supposed to rotate??

did you try pushing harder?? you know put your back into it. i kown i had to tighten one bolt and then rotate mine when i put it on because i coudnt tighten it when it was on.

what happens is rust "welds" the cartridge and exhaust housing togeather, you may try heating it up to 350 degrees, and then tapping the housing to break the rust loose, the housing does turn and will turn, it just takes some work.
