it doesn't do it all the time -just periodically ..mostly on the first start of the day, but today at the gas pump, took like 15 turns of the key to start.

a click in the fashion you described sounds like a relay clicking on and off. I'm not sure what it could be, though.
could be your starter or your battery connection is probably bad.. try moving it around and all.. happened to my integra. one of my friends civic died, it just clicks, and when i got there i went straight to the battery and moved it so it gets a good connection and the car started.. let me know how it goes..

positivie battery termainal had like a 5lbs of corrosion - so i cleaned it off with a toothbrush --wait and see how it does i guess..
check your battery terminals and check the grounds (the ground from the batt to the chassis and the ground on the valve cover, etc) and make sure all the connections are good and tight... if its "clicking" the starter solenoid should be working.. when my battery was REALLY low it would click and dim all the instrument panel lights but not start (I left the car in the garage w/ the alarm on and went on vacation
) after trickle charging the battery it started right up..
when the starter died it did the same.. I would turn the key.. it would click but not crank over.... this time it was the starter for me...

Yes, it is either the battery or the starter. First work with the battery - the relay is getting current, but is not passing enough to start the car. First check the connections - like you did. Then check your battery condition and age. Check to see if the alternator is charging it properly. See if the battery is holding charge.
I had the exact same problem. I just got done putting the motor back in the car after a clutch, water pump, and timing belt install and decided to replace the starter since I was in there. No problems now.
