Default Cluster swapping problems

Here is the situation,

A 92 civic cx hatchback has a 2001 itr swap installed in it. The 92 civics all came pre-wired from the factory with vtec, so the wiring was taken care of from the start. The car is using a p28 chipped with a skunk2 chip, eliminating the knock sensor.

A civic si cluster with the 9,000 rpm tack was installed. This is usually a plug and play procedure. For some reason the tach DOES NOT work. Thinking it was the tach itself, another known working one was installed. This tach DOES NOT work either.

I have done a few engine swaps, and cluster swaps. I have not done a obd-2 engine into a obd-1 chassis car. Could the obd-2 harness be causing this problem? Anyone run into this situation before? Any suggestions to fix the problem?

BTW, the car runs without any engine codes. Idles, and drives nicely.

Nope the ITR should plug straight in.... I'm really not sure why the tach wouldn't be working tho... I would continuity test the wire from the back of the cluster to the distributor... See if there are any breaks in it... Good Luck
