92-95 Civic Si/EX - d16z6 125hp
96-00 Civic EX - d16y8 127hp
I think most people would argue the z6 is best, because I believe it has a stronger bottom end and also because it is OBD I and not OBD II like the y8. However, the y8 is supposed to have improved head design over the z6, so some people have opted to swap heads. They are both pretty similar, and if you go one or the other you probably won't be missing out on much. Of course one big advantage of the y8 is that it will be newer.

thats the motor that i was thinking was the best , also i dont know that much about sohc vtec's
how much would a swap run me? bout 800-850 with everything needed and with less than 60k miles on it, is that a resonable price?

Spade has a great thread on sohc performance. I currently have a z6 Im building at work. d16a1 pistons= 12:1 compression, balanced and blueprinted bottom end with stock shotpeened and polished rods, skunk2 retainers, crower valve springs and camshaft, it should be a runner when its done, that and it was cheap to build. Im hoping to rival stock gsr performance.

roller rockers. bigger cam. lower compression? big whoop, the only reason honda posted lower horsepower figures than the EX is to sell more EX's. HX is more powerful, i roasted plenty of EX's stoplight and highway races when i was N/A (intake, muffler) and ran a 15.6@86 with just those mods.
