Icon7 2008 Accord 4 Cylinder - 44,000 miles - electrical issue

I bought the Accord for a mother in law about 3 + years ago. The car had about 40,000 miles. The owner had died in Florida and it sat there in the sun and rain. The son of the owner jsut ignored it. My mother in law (MIL) contacted him and bought the car. We had a mechanic look it over, change the oil etc. The tires had cracked so replaced that. The silver paint was burned. I tried to wax but the roof, hood and trunk need repainting.

The car then started doing a weird bogging thing where it would only go like 25 mph when it warmed up. One mechanic was stumped. We took it to the dealer and they promised replacing the non Honda alternator would fix it. I doubt the former owner had replaced the alternator but we went with it. Seemed okay then 10 months later it came back. My wife's mechanic is where we took it to. A BMW guy. He replaced the plugs and a coil. Problem solved. We kept battling an AC problem. He finally checked the relay. Problem solved.

I need to have him check the power steering belt. You go through a puddle turning and you can lose power steering.

I just have regular keys not a key fob. Any ideas where to get the Key Fob/programmed without the dealer or what is dealer cost? The car lock while I was in it and alarm horn goes off. I had to disconnect the battery. Reconnected, still honking. I pulled the horn fuse. Which may also do brake lights.

Now recently, I had a start up issue for a second. New quality battery in there. Seemed okay on start ups. Then as I am driving - All the lights on the dash light up and car shuts off for about 1 second.
Any idea on this gremlin? Will one of those EUC scanners you can buy on Amazon and other places find the fault? My mechanic probably has one.

The car has about 44,000 miles on it but sitting in the sun and rain for 3 or 4 years probably corroded things. Is there an ECU brain or something?
I love Honda's but this seems to have some gremlins probably from sitting there for 3 or 4 years. Thank you.
