Default CEL Not Working-2000 Civic

Hello, pertaining to my 2000 Honda Civic EX with D16Y8 and 5 speed MT (266K)
The check engine light in this vehicle is not operating. When the key is in the run position, there is no light, leading to an automatic failure of the California emissions test. The light has been on many times, so I know it was functional. I've tested the fuse (#25) which has power on both sides (fuse looks good also). I'm also getting power at the bulb socket (bulb is fine too) in the cluster. I even changed the cluster with a wrecking yard unit, and still no CEL. Is it now possible, if not probable, that it's the ECU? I admittedly drained the power from the ECU with a jumper wire trying to fix some idle issues that caused those CEL's to activate (IAVC). Afterwards I learned that it's best to use a transistor to do this to avoid ECU damage. Is it possible I burned out a module in the ECU? Has anybody here ever changed their ECU to a used one? How about sending it to a service that repairs them? I'll also mention that the car starts and runs fine for a car with this mileage, Thanks in advance for any help.
