Default Check engine light doesn't work

Hey guys, hope I put this question in the right section.

The car: JDM obd1 GSR Integra b18c

At the moment, VTEC won't work on my car. Everything seems fine, starts up fine as always, just hit 4,500rpm a couple of days ago and nothing! Does seem to be using more fuel though...

Anyway first things first, I noticed that my CEL doesn't work at all so I thought i'd better start there first.

When I turn the key through all the clicks up to start, no CEL comes on at all. I know it is supposed to come on for a couple of seconds on ignition?

I took the cluster out, changed the bulb with a known working bulb from the seat belt light I think but still nothing. I obviously can't check if I have and codes without the light working.

I cannot find anything about this issue anywhere, I hope someone has a suggestion, I would really appreciate it.

Ground for CEL is supplied by the ECU/ECM, power is from under dash fuse box, check fuse, [fuse 15 - 10A] and check continuity of the power lead, [yellow] or test for power at the CEL, ground should be a green/orange, check continuity or back feed a ground to the lead at the ECU/ECM to see if CEL will light up, [ign. must be on]. 94

I grounded the cel wire from the ecu and the light comes on on the cluster. Any ideas?

Oh great... Ok thanks. You seem like you really know what your talking about so could you help me with the vtec issue? If I can't check for an codes, what can I do to try and figure out why vtec won't engage?

Hey guys. Got the ecu, check engine light works and vtec also works. Turns out my ecu was the issue and 60 eur ecu fixed all. Thanks for the help
