Is this an ECU failure?
Car is a 93 SI
.. so as far as i know when you turn the ignition key on, before firing up your car, your cluster lights turn on... including the Check Engine light which then it should turn off after a second... correct?
Well mine (check eng light) does not turns on at all, every other light does but not the CEL... i took the cluster out and checked to see if there was an actual bulb there and there is... tested the bulb to see if its good (changed it to another location) and it is a good bulb. I checked yhe wires for any cut or spliced cables in the cluster harness and all is good.
Could this be a bad ECU thats causing this or is it a fuse issue?
Also my cluster main light, which lights up the gauges dont work.. (not blaming this on ECU though)
I just did a swap on my EG and i really want to make sure i dont have any codes cause i gotta go inspect the car.
ECU used is a P28 (will have and S300 soon but for now is still stock)
Any help is appreciated.

Did you tried to jump the service connector? The CEL come on when jump? If not disconnect your ECU and check continuity from pin A13 to the cluster terminal CEL bulb.
Check the 7.5 amp Hazard fuse.
Check the 7.5 amp Hazard fuse.
