98 honda civic no spark no fuel

Default 98 honda civic no spark no fuel

Hey guys. So I'm a diesel technician. One of our customers brought his 2nd daily. 98 civic D16Y8. It cranks but no spark and just found out fuel pump not making noise.
I replaced distributor with new one from Oriellys. But still no spark at wires. I did check voltage at fuses and relay. Even hear main relay above ECU click. I removed the rear seat and F.P. cover. I believe the pump is the one with lines coming out of it. And has a 2 wire connector. All data show yellow / black for positive and black ground. With ignition on I have nothing at yellow/black wire. But I have voltage at fuses and relay.
also I tried to connect to OBDII and my scanner says cannot detect ECU. I did check fuse 27 cigarette lighter DLK fuse and it's good.
Could I have bad ECU? How to test?
see image of fuel pump.. what is the other pump looking thing next to fuel pump?? It has 2 connectors one is 5 pin other 3 pun?
All data does not show this

Sounds like a bad ECU. Open it up its like 4 Philip screws and look for anything burnt like the copastors. Best way to test it is just try a known good ECU.

The "other thing" beside fuel pump is the fuel level sending unit.
