Low brake pedal and idle surge problem

Brake and idle surging problem.
Hx:
About 2 months ago it was necessary to have the brake fluid purged and a new MC installed [at a shop because I didn’t want to do the purging].
Brake pedal has always been a little low when fully depressed, and perhaps a little soft.
After the purge and new MC, some brake fluid was lost – at least more was needed in the reservoir. I have not found evidence of leakage. Since refilling it seems to be ok.
Front brake pads have been renewed. Rear pads will be, shortly.
Two concerns:
1. The brake pedal is now extremely low, almost to the floor. (pumping does not bring it up) It still locks up the wheels, but the degree of pedal travel is unnerving and at least somewhat dangerous.
2. The engine has begun to surge after starting, at idle in neutral/park. But I have reports that it has done so when idling in gear, causing the car to also surge forward.
Current plan:
1. Renew R pads
2. Consider adjusting MC push rod clearance – not sure I can do this, no special tool.
I’m naively hoping 1 and/or 2 will address the brake pedal problem – I don’t have other ideas at the moment.
3. Purge cooling system.
4. Chk vacuum lines, pcv etc
5. Inspect/clean throttle body, IACV and FICV
I could use some thoughts on these concerns.
Thanks
