Tps signal shows ground up until half open throttle??

Tps signal shows ground up until half open throttle??
Just tested my tps since i get cel code 7 and it seems to get ground and 5v ref but when i try the signal wire it says ground and only up to about half open throttle then it disappears. I've never checked anything electrical before so some help is appreciated.
