Exactly what should I upgrade if I want a reliable 350-450hp
I have a currently stock B18B1, freshly rebuilt and I was wondering what internals I should upgrade in order to get this number, I have a 99 Civic Coupe. I want to make around 350-450hp, but I don't exactly know what I should upgrade. For starters I'd like to get eagle rods and pistons, but I don't know where I should go from there. Any suggestions?

Eagle rods will be good enough. Any good brand of forged piston will work also: CP, Wiseco, JE, etc… For 450hp sleeves are recommended, but for 350-400 you’ll probably be fine without sleeves. Might as well do valvetrain now also with some Supertech or Ferrea, or maybe Skunk2.
You’ll need an upgraded clutch, fuel system, and engine management also.
Agree with both statements above - make sure you have a good tune and Eagle rods with any forged piston should work. Choose a piston in the 9:1 - 10:1 range for driveability. You may want to consider CSS or Chris Boyette epoxy in the block to reinforce the cylinders. I would also make sure your deck and cylinder head have a good flat surface, use ARP head studs, and a good quality head gasket. Check your bearing clearances and set your ring gaps appropriately. You did say you wanted reliable, so don't skimp and buy cheap parts.

a lot of pressure in the cylinders due to big - early torque. A cheap stage 3 like gtw3476 or classic garrett t3/t04 50 57 60 trim will work perfect. If you can afford it .63 a/r G30-660 rocks for 400 hp.DONT BUY CHINESE TURBO. The only "brand" that works from copies at least to my knowledge are the "pulsar" ones and still id better get an original turbo from holset - borgwarner - garrett.
-The classic 85lbs supertech dual valve springs and steel or titanium retainers will work perfect for your goals.
-TURBO MANIFOLD. Get a tig welded mini ram style or ramhorn. A free flowing turbo manifold will reduce the number of octanes your engine will ask per hp and its important. Like the turbo it will help you hit 400 on stock sleeves without e85 easier than lower flow cast manifold.
-fx400 or stag4 clutch.
-1050x injectors
-walbro or whatever 255+ fuel pump.
-Intercooler is the thing many many user gets a cheap and everyone is silent about it. Well most of the times they work.
- A good ecu tune.
- A new OEM oil pump is allways a good advice of course youll also get new gates or whatever timing belt.
- EGT gauge of a reliable brand is a good tool too. You will learn at what temp you usually run when you floor it. If you for a good 50 different reasons one day you do the same pull and you are 100-200 degrees higher than usual you dont continue to boost it untill you find out whats wrong. This little tool saves engines.
