Default 2000 em1 starter issues

I cannot get my car to start with the key unless I jumper off a wire from the starter relay, blue with black stripe, to ground and the car starts fine. I am just wondering what sends the ground signal to the blue with black stripe wire to the starter relay under the drivers console. Is it the main relay? Like I said all I have to do is ground the blue with black stripe wire and the car starts fine. It should be an easy fix but I cannot find any help. Please message me with any diagrams or info. Thanks everyone.
also it is not the starter relay. the car may have had a factory alarm at some point but this issue just started happening out of the blue. I have changed the starter relay and no change. I just need to know what feeds that blue with black stripe wire with a ground signal upon starting.
