Default No Fuel and No Spark but cranks

I recently rebuilt my f22b1 block and reinstalled it. When everything was ready i cranked for a bout 10 seconds and had nothing. Itll crank but i wasnt getting spark or fuel. Jumped the fuel fump to constantly supply fuel but still wouldnt fire over. Replaced the distributor in case it was faulty and it didnt change. When key is on the pump doesnt whine but i know it still pumps... someone told me it could be the main relay or my ecu. Any advice or help would be amazing.

Check your engine grounds, G101 is the main ECU ground that gets hooked up to the drivers side of the upper intake plenum. If that connection isn't clean and tight you won't get fuel or fire.

Is your car MT or AT?
If AT the D4 lamp should come on when the fuel pump is priming with ignition turned to II(ON) prior to start, if the D4 lamp is not coming on and you can't hear the pump then the Main Relay is NOT fully turning on and the ECM will not command ON.
Starter is NOT ECM controlled, it is operated simply by the III(START) position on the ignition switch.
Do your gauges come on and function normally?
If the car is over 200Kmiles and/or 20years old I would suggest investigating that the ignition switch is still working normally. Without the contacts making the Main Relay will not receive correct power to prime pump.

Loosen the fuel line at the injector rail and have someone turn the ignition to II(ON) and see if any fuel is actually pumping at prove out(when the main relay kicks on momentarily to prime). If no flow then the main relay is not being commanded to turn on.

Thanks for the insight, apparently i never seen the ecu ground wire just dangling but i got the car started now it idles from the normal 900ish to 2300 and drops. It just repeats this process over and over. Any ideas what could be going on to make it surge??

1 - At your throttlebody, the sensor plugs coudl be reversed, just check
2 - The EGR or one of those items could be flaky. Pinch the vacuum hoses around the intake and see if anything changes. Something could be detached or clogged

Sounds like it could be a vacuum leak or a low coolant level/air in the coolant. Take a look and ensure that all of your vacuum ports are hooked up to a hose and that none of the hoses are cracked or broken.

Get the engine up and running and ensure that the coolant system is properly bled. Also check that the ECT sensor is plugged in

Thank you for all the insight, the ground wire at the end of the plenum was my culprit... feel pretty stupid about that one but live and learn. I replaced my iac recently because my idle now revs up and down between normal and 1800 rpm. Drives just fine but holding the clutch or have the car in neutral just makes it surge. Any ideas on what this could be??

I think what GhostAccord said earlier, I think you might be looking at a vacuum leak. Time to check the lines, spray the area and see if the idle alters.

Havent found any leaks and i dont hear anything that would sound like a leak. My coolant level holds up and the wires to my plenum are correct. Just replaced the fast idle control valve and now it idles when its dead cold. Over night cold. It idles around 1500 rpm then goes back to surging... its something electrical at this point but map sensor is new. Still jumps between 1000 rpm and 2000 rpm

I would start like they said above with buying some brake cleaner and spray around the hoses to check for vacuum leak. You will notice the difference if you have a leak!

Take the airbox off so the TBI is exposed. Run the vehicle while under the condition. While at 1000-1500RPM stick your thumb in the bypass hole. Does the engine return to base idle?

If so adjust the fast idle valves wax disc.

I was trying to find the image that shows the 2 bypass ports in the F22A/B throttle bodies but couldn't find it. One of them is the IAC and the other is the FITV. I can't recall which one is which.
