Default Bad fuel pump or fuel pressure regulator

Hey guys. Curently in a crank no start position here. I checked that I have air and spark. My bets are on fuel. I went to check the pressure of fuel when the pump primes. It takes like 30secs to prime and isn't instant. I've check main fuel relay for this problem but it looked OK, i can check again though and look at it more briefly. Anyways, when the fuel pump does prime the pressure goes up to 30psi (went up to 40psi second try) then it instantly starts going down to 10psi then 1psi and stays there for like 30secs then goes to 0psi. Does this mean I have a bad fuel pump or fuel pressure regulator?

Heres a vid. https://youtu.be/MmpbL0KvS5c

Car is a 97 civic with a gsr swap with a chipped p28 ecu

Thanks

Pinch the fuel return hose closed with a pair of vise grips and turn the key to prime the system again... do your fuel pressures increase to 40+ quicker ? Does the pressure hold longer ?

If your answers are yes, then the FPR is likely your issue. I your answers are no, check your fuel pump and fuel sock.

I have replaced both fuel pump, and fuel pressure regulator. Car still doesnt start... I'm in a pickle here guys help. Also pump takes a while to prime still. Is my ECU bad maybe? I took a look at it and it looks normal, no signs of leaks or burns in my eyes.

Electrolytic capacitors have a life span. They can look good but still be less than ideal.

Try a new Main fuel relay and a different ECU if you can find one to try out and or another ECU jumper harness because the aftermarket jumper harness sometimes are not made so good and cause issues. And some "Chipped" ECU's can be garbage.
