Restoring a 1999 Civic EX 2Dr w/ D15B Swap; No Cruise, Horns & SRS Light
tl:dr - Will a D16Y8 clock spring cable work on a D15B engine swap in a EJ8 EX?
Apologies on any ignorance for being a first time poster.
Hello everyone, I am fixing up my old civic and am wondering if buying a Clock Spring Reel Cable assembly would fix my issues. I found one on eBay for about $40, so I was going to grab that one.
However I am unsure if that cable will be all what I need to get it working back again.
My car has a lot of miles, it's currently at about 275000 or so, and the last time I used it as my DD was on New Years Eve 2015/2016 til it got stolen. It was recovered a month later but it's been sitting at my parents yard.
Reading some of the posts here, it seems that the wire harness just goes bad over time & needs to be replaced.
In 2012 an old friend of mine swapped the engine with a D15B because the harmonic balancer ruined the D16Y8.
But after the swap I had lost the cruise control function, & a few years later, I think in 2014 my SRS light turned on and I my horns stopped working when I press the horn. It still beeps when I use the remote to lock it.
The car's airbags are intact & I wasn't notified about the airbag recall from Honda.
I am assuming that if I swap out the clock spring cable, it should be fine, but I am unsure if it would be affected by it having a different motor.
The D15B is VTEC, but I am unsure if he swapped the D16Y8 Heads & valve covers, photos of my engine bay here.
iirc, we bought the motor somewhere in LA county that advertised as a JDM VTEC motor w/ 60/100K KM or so, i forget the specifics & I ignorantly never wrote them down.
I tried looking on forum topics here about clock spring replacements, but I couldn't find any specific for the D16B Vtec.
I did read that some members had the cruise control go out before the SRS light going out later.
I don't know if my friend did a bad job and triggered the airbags... he never told me about it and we aren't on speaking terms sooo I'm assuming its ok? Steering wheel looked to be intact before sending it to the shop.
There isn't any performance modifications to the car, it is basically bone stock other than the swap. MT transmission worked fine, VTEC actuates somewhere after 5200 RPM like the Y8 did.
I read the guide on the replacing the clock spring, so I will take precaution on removing all power on the machine & proper steps.
I never had a check engine light on the car until recently an 02 sensor went out (50 miles driving on the 4 year old gas), also the machine passes california smog with flying colors since the swap, & today too after non op status.

Don't assume that the cable reel is bad.
Troubleshoot each electrical problem separately using a multimeter.
You may find that one or more of the problems is not caused by a faulty cable reel.
In addition, did you pull the SRS code, and then clear it from the SRS computer to see whether the code returns.

Replaced the clock reel and the SRS light is still on, but the Cruise Control and Horn work again. 
Did not clear the SRS computer, will have to find that one out here on the forums & see what code i get.

You will likely have to reset the SRS system. Follow the reset procedure in the factory service manual.
2 years later... The SRS light went off one day, i think it was when I was replacing the headlight bulbs I removed the battery connector. Or it could of been when we had to jumpstart the thing.
