Default 95 accord check engine light

check engine light stuck on never clears(no system check)( d4 light also not working), main relay is fine, gear selector is fine(d4 does not light up when selected) jumped pins for codes and nothing, the check engine light simply remains on without displaying any codes, is there a relay that runs through the d4 light/neutral safety switch?

Replace the D4 lamp, or borrow one from D3, 2, or 1.
Recheck to see if there is a stored code from the TCU.

I'd try Mad Mike's advice first, but it is also possible that the ECU has failing electrolytic capacitors in it and that is one of the symptoms that can be found...it is possible to
replace the failing or failed capacitors if you have basic soldering skills.

Technically any of the cars from the 90s have potential for failing capacitors in their ECU. If you open it up and smell fish, that means they already leaked. Leaked capacitors can destroy the PCB and just replacing hte components will not fix bad traces. There aere only about 6 to 8 of them in the 94-97. I cant speak to the 98-02 ECMs.
